Chapter History

On Thursday, October 25, 1990, James M. Perhach and William M. Howery met to discuss their visions of a Washington area chapter of Certified Fraud Examiners. When Jim and Bill contacted the National Association, they were informed the Association responded to a similar inquiry from Benjamin N. McBride on May 5, 1991.

On Thursday, December 13, 1990, Jim and Bill met with Ben McBride and William F. Lisanty to formalize plans to begin a Washington area chapter. On February 1, 1991, the chapter application was submitted to the National Association. The In March 1991, the Board of Regents authorized the formation of the Washington Metropolitan Chapter of the Certified Fraud Examiners (ACFE DC). Immediately, the newly formed chapter elected interim officers and drafted chapter by-laws and articles of incorporation.

With additional support and help from Linda Curtis, Herbert Files and Donald Devane, the first chapter meeting was held on Wednesday, June 5, 1991 and the first Chapter Officers were elected at this meeting:

• James M. Perhach, President
• Benjamin N. McBride, Vice President
• William F. Lisanty, Treasurer
• William M. Howery, Secretary
• George H. Murray III, Sergeant at Arms
• Gary Palmquist, Delegate at large
• Linda Curtis, Delegate at Large

On September 4, 1991, the chapter was incorporated in Washington, DC, as a non-profit organization. The ACFE DC has continued to grow and has consistently provided quality, relevant, anti-fraud training to the community. As an all-volunteer organization, the chapter’s success is directly related to the quality of its’ members.
